Revisiting existing child support order in North Carolina

My question is this: How difficult is it (and indeed, what is the actual process) to revisit a child support order less than 3 years old? A close friend, tired of fighting with her ex-husband, agreed to accept $500/monthly for 3 children. I believe he took advantage of her and asked her to sign this under duress. He was divorcing her, she had been through a RIF (Reduction In Force)/layoff with her job and she was on various anti-anxiety/anti-depressant medications He promised to provide extra help, but wanted to have lesser amount in the order for various reasons.

Against advice, she agreed. Now, she can't get him to buy her kids school clothes, pay for hair cuts, supplies; essentially, he won't do anything. Short of paying a lawyer thousands of dollars to represent her by introducing new support requests or reopening the divorce; what recourse does she have? Can she file paperwork herself, if so, which form(s)? Or, can she go through the local Child Support Enforcement office?
