Repair Shop Making Me Tow "Unsafe" Vehicle

Auto repair shop says can't remove my care unless towed. Drove car in, they test drove for transmission problem and fixed it, now want to do more work.

You can retrieve it anytime you wish.
Of course, you'll have to pay the tab owed.
If the car isn't road worthy, meaning safe, the auto repair facility can't countenance you driving it.
So, tow it away yourself.
