Currently our neighbors are college kids that are renting a house. We have filed noise complains, parking violations, drug use complaints, and now a harassment complain all with video/picture proof and a police incident report. The rental company has issued them notices, but refuses to evict them. We were told if there are three notices for the same violation, the would proceed with eviction. But now that it is the beyond the third infraction for the same violation the rental company says that they cannot do anything. They told us to just call the cops and they are not going to do anything. I would think harassment alone would be grounds for eviction. What can we do to be able to live in our own home peacefully and feel safe again.

You can file a nuisance lawsuit against the property owner and the tenants. I suggest you enlist the services of a local attorney so that you make sure to do everything correctly.

Sue the homeowner. That'll wake him up to his responsibilities.
