Release and indemnification agreement + Settlement Disbursement

Hi I hope you can help me;
My Brother in law was hit by a city owned vehicle and injured. He has since died {not due to accident}. His sister {my wife} is personal representive. We have received a "Full and Final Release and Indemnification Agreement" for 40% less than original offer [while he was alive]. There is not enough money involved to justify hiring our own lawyer, which is why I am coming to you.
[1st & 2nd] question; Is this reduced offer normal? Also I have heard that cities have low limits on this sort of law suit; is this true?

We have also received a "Settlement Disbursement" paper from the law firm that he heired. I'm not sure I trust them.
[3rd] question; Is that law firm legally bound to the terms in the Disbursement paper?
