Raffle charity site

If I start a site were people donate by buying tickets for raffles or 50/50's online is that illegal in the US?

tryin to find a great way to raise money for my charity.

Well from PA law a Charity can run a raffle, now since its based out of PA we can legally do raffles for anyone in the U.S.?
