question regarding estate will for capital expenditure

My question is that late father made a complex will .. I am the author of this letter.. The estate is settled and my 50 percent share is the amount of two hundred thousands dollars .. My father s lawyer added a clause that I could have a capital expenditure and or benefits for value added expenses.. The executor is not my sister but a family friend.. She has repeatedly declined my request to use this sizeable amount $200K for a house purchase of $169 THOUSAND $ based on will statement can I compel executor to release my cash

No, you can't compel anyone to do anything they don't wish to do.

You can ask.

The executor can tel you, NO, go away.
If you dislike that answer, you would then have to take the matter to court, petition the court to order the executor to the thing or things you believe should be done.
The court hears your argument, and the argument of the executor and then decides.

I suggest you wait, or hire a lawyer if you THINK your remedy can be achieved.
