If a patient was having a life threatening medical emergency such as a heart attack or a stroke and gets to the hospital by ambulance to get life saving treatment and the patient has no health insurance and has no money at all to pay the bill, are they guilty of a theft of services charge under Texas Penal Code 31.04?
