Question about personal mail rights and/or laws

Here's the sitch- one of my friends ( he's 23 but lives at home w/ mom and step-dad) came to me with a question. He told me that his mother and/or step-dad was opening his mail, this case included bank statements. He was wondering if there was anything illegal in this and if so, what is the punishment? I tried searching online, but cannot find what I'm looking for. Any help, even a website to search, would be greatly appreciated. Thank you!

Your friend can have his mail sent to a different address or move out if he wishes. Damages might be difficult to ascertain.
