Quastions About Adopting Sister's baby-Wyoming

Okay, so my sister is pregnant, and wants to give her child to myself and my husband. We are a low income family, and my husband has a felony conviction from 19 years ago. For these two reasons we are very worried about filing for adoption, mainly fear of being denied. Since it is a relative adoption, can we file our own papers and avoid the in-home visit and background check? If we can't, could we just have a notarized letter stating that we have legal guardianship of the child, or do we have to go through the courts for that as well? Any help would be greatly appreciated.
 
Any change in legal status will require papers to be filed.

Also, sis didn't conceive this baby alone. Potential dad will have to either sign paternity papers or have a DNA test before agreeing to guardianship (which can be overturned by a parent at some point) or adoption.

You may be able to do a private adoption (again, with dad's consent), but you'll need an attorney for that.
 
The father is willing to sign away rights. I am very thankful for the advice. Could you tell me if we would still have to have the home visit if we went through the private adoption?
