Provisional License Laws

I'm slightly confused as to how the provisional license works. In the New Jersey driving manual, it states "Passengers must be from the driver's household, plus one additional person." Yet the other day I was pulled over, and the cop stated that I could only have a friend in the car, if someone from my household was in the car too. This makes absolutely no sense to me, if anyone could shed some light on this for me, I would appreciate it.

Your citation of the law is correct, but that doesn't mean the cop is wrong. The fact that the friend is described as an "additional passenger" could suggest that there must be household member passengers to whom the friend is in addition. Phone the DMV for clarification.
