Protecting a Mentally handicapped Sister

My sister is mentally handicap and has been diagnosed to be at a intelligence level of age 5 (she is 46 yrs of age),i just found out she is dating a divorced man with 2 children, he apparently is considered to be mentally handicapped as well (he lives in a different group care home than my sister, the description provided to me by her care giver at her home is that he is very slow but will eventually comprehend and understand). This has been going on for about 2 months now. I bring her to my home for weekend visits every other weekend and she has never mentioned this to me, i found out through my wife's co-worker. I spoke with the care giver and my sister was to have told us months ago which she never did. They were under the impression we knew and approved.

She is in no way mentally mature enough to be to be sexually active which is a major concern of mine, where he has previous children it shows he has been active. As stated, she has the maturity level of a 5 yr old , she can't read, can't write her name, Is there any laws to keep someone from taking advantage of her in this way?

Asking her to stop seeing him is like asking a 5 year old not to do something, she wont listen.

I'm unable to afford a lawyer to advise me, I'm almost in tears not knowing what to do.
 
Maybe its time for you to get conservatorship or some time of guardianship over you sister, that way you can serve this guy with an RO.
