In a municipal court here - the judge practices as an attorney in town and owns commercial real property in town. Real estate Speculators wishing to force black homeowners out of town routinely make anonymous phone calls to police causing the issue of summonses for obscure ordinances that are usually not enforced against white homeowners. As a result there has been a mass exodus of black homeowners and white developers are picking up these homes and converting them into exhorbitant overcrowded income properties filled with undocumented immigrants. Any time a building that used to house blacks is vacated it is immediately converted to an illegal overcrowded rental property that denies access to blacks. Prices of real property keep rising, obviously benefitting the judge who owns commercial rental property in town.
The judge routinely holds municipal court hearings without the prosecutor and attempts to examine black PRO-SE defendants without allowing adversarial proceedings for those who demand it. Written motions for recusal or change of venue by PRO-SE defendants to the court are routinely denied without the issue of an order or written opinion thus making it hard to conduct an interlocutory appeal on a ruling. It appears one person has been allowed to act as prosecutor and judge in a forum. At times, the judge drives around town too visiting the black section of town and offers testimonial opinions against defendants trying to defend their rights. The judge believes his actions are improving the town despite the mass exodus of blacks. The mayor is aware of the exodus and says he would like to see a reversal of the trend.
