Property left in ex's garage

A friend of mine allowed his girlfriend (now ex) to store some of her belongings in his garage. The belongings include some large items like a washer, dryer, and sports equipment. She was to pay him a minimal amount as rent for storage monthly. My understanding is that this was a verbal agreement. She never gave him any rental payment(s). They broke up over a year ago. He has attempted to contact her to retrieve her belongings and she has either ignored or refused each attempt.

What are his legal obligations, if any, in regards to this property? This is in Philadelphia County, PA.
