Program Fraud

The school I attend misrepresented their program telling students that housing would be available as long as my student loans cover the cost. The school had a meeting and decided they didn't want to honor that and sent notices to students saying that housing would only be available to those who had good credit or work history. A cosigner could also be used. Under these new rules I don't qualify for housing. I haven't found a job here either that could cover the cost. Is this legal?? No where in my lease agreement or contract with the school does it say they can do this!
