How can someone just turn themselves in and violate probation without a new charge to just do their suspended sentence instead of doing probation?

In some cases, you only get violated, do a few months in prison (a few weeks in jail), and its over.

A new charge results if you've angered your PO, the prosecutor, some other influential person, or committed serious crimes, in addition to just breaking the terms of your probation.
