private adoption in the family

my wife and i are trying to adopt her brother and his girlfriends baby.It is due to be born january 14.All parties are in aggraement.We don't no how to get it done privately.we were told we would have to do homesteading,if we do that we wont have the funds to get ready for the arrival of the baby.we need paper work done so we can get the time off work for paternity leave and so i can get the child on my medical insurance.please help us find the quickest and easiest way to get this done.we want the child and the parents absolutely don't.they were going to have an abortion but we talked her into carrying it through for us.
