Please help!

My sister is in need of help in any fashion she can get it. To keep from going into too much detail, I will give the short version of the story. She has 2 little girls and is separated from her husband. She is unable to file for divorce because the state requires you are a resident for a year first. Her husband has gotten mixed up with some very dangerous people and is heavy in drugs. She fears for the safety of her and her girls. In recent days, here are a few of the happenings. She packed up the girls and tried to leave town, but he found out and took the girls away from her. She did not know where they were or who they were with for almost 24 hrs. The police would do nothing because there was not a court order. He "allowed" her to see them for less than an hour one night and when she came back with the girls' vitamins, he refused to let her back in. He called her to ask if she wanted to see them and when she showed up, not 10 minutes later, the cops were there threatening to arrest her for trespassing. She was renting an apt from his uncle and he had her kicked out with no place to go. He has slandered her name all over town and she has been unable to get a job. He does not care about those girls, he never has. He has cheated, lied, verbally abused, and threatened my sister and has only taken the girls because he knows thats where it hurts her the most. The cops wont do anything and she has been to several lawyers, all of which say the same thing "we dont do pro bono" and "pay up front". My family is not poor, but we also dont have 12k lying around either. My sister is the most generous person you would ever meet, anyone would tell you so. Her girls are her life. She is a very strong Christian woman and has taught her girls the same values. Her husband lies to them and tells them horrible things about my sister and she just says "Turst in God and he will tell you what to believe" She has no family there, no money, no job, and her husband wont let her see her kids. There is so much more to the story, and I have so much going through my head that I am sure I havent said things quite right, but for the sake of time, I wont go on. Please, I am begging, if anyone can help my sister or have any suggestions on how I can help her, please. Thank you.
