Please Help!

Me and my ex have a daughter together. Currently neither of us have filed for custody of her and we were never married. She is currently with her grandmother (my ex's mom) but without medical or dental care. I had some temporary custody and medical authorization papers signed and notorized but without my ex. My ex is in the military and has not been supporting our daughter- financially or medically nor has been been really involved in her life since we split up. I have been sending money to his mom to help take care of my daughter and have been constantly trying to be a part of her life. My ex and I both have personal problems that we need to take care of and believed that in the best interest of our daughter she should stay with his mother. I was wondering if my ex is able to go to his mothers and take our daughter from her care? Can the papers I signed be binding in that way? I need advice please. Thank you...
 
Is he on the birth certificate? If not, he would need to get a paternity test and go to court to be added to birth certificate and request visitation, which would also trigger child support. If he is on it, he can get her medical benefits through the military's Tricare as a dpendent and he he may be able to go and take he; then, you would have to go to court and file custody. the papers you signed, without reading, I can't answer. What the issue is, is whether or not he is on birth certificate.
 
If paternity was established, Dad cna probably go pick up the child yes. His rights are superior to his mothers. You really cannot sign guardianship over to someone and overstep dad. But then if paternity was never established (meaning he did not sign the birth paperwork) then he should have no rights.
 
Yes he is on the birth certificate. He had to sign a voluntary statement saying that he was her father because we were not married. He refused to set up any medical or dental care through the military because they had also asked for a paternity test which he said he didn't want to do- I don't know why.
