please help

my 14 year old daughter lives with her father 6 hours from me.. the last 3 weeks have been horrible. they got there phone disconected. i have sent letters, but have gotten no response. there is no custody aggreement. my daughter chose to go and live with him but has since changed her mind. i called a member of the family and my daughters fathers girlfreind was at the house she got on the phone and proceeded to yell and scream at me saying that i am not allowed to call any of the numbers i have for contacts there. she said she will have my daughter call me when they get time put on there cell phone wich in the last year has only had time on it once. i asked if she could bring my daughter somewhere at a certain time so i could call she refused. i asked about the letters i had sent she said she doesnt check her mail..isnt there some law that requires them to provide a number that my daughter can be reached. i dont have money to get a lawyer please help me,, i just want to be able to talk to my daughter.

Who has custody of the child, legal court custody? Not physical.
