Please help with adoption advice

My little brother who is 15, got his girlfriend (also 15) pregnant. Her parents are making her move to Florida to have the baby, so that no one in our area will know she's pregnant. They are also making her give the baby up for adoption. My question is: How can my mom adopt the baby? This is her first grandchild and she really wants to keep the baby and give him/her a good home. Does she have to go through the normal adoption proceedings? Or does she have any authority/presedence since she is the grandmother?
The 15 year old girl does not get along well with my mother, so we know she most likely won't just sign the baby over to us. Are there any laws about this? Does my brother have any rights as to where the baby goes?

Grandma has few rights here, but your brother as far as I know still has to terminate his rights. Your mom should see an attorney. Your brother does have some rights yes but being they are minors and not married, paternity will need to be established. Your mom might want to see if your state has a presumptive fathers registry. He needs to sign up for it if he does.
