We have a new construction just outside our condominium. The contractor has been working around the clock, even beyond midnight and is disturbing the residents' sleep. A resident has post up a message in the Yahoogroups requesting our building management to provide them with the contact numbers of the project managers of contractor. He then went on to suggest that all residents call the project managers at night with verbal abuse and to disturb their slumber if the contractor continues ot work at night.
There are 2 questions I would like to ask:
1) Does this act constitute phone harassment?
2) If someone propose this on the Yahoogroups, will he/she be liable for any criminal prosecution?
3) Is there any better way (legal wise) to require the contractor to stop working at night?
