petitioners rights

What are the rights of petitioners; more specifically, is it lawful for the police or a store owner to restrict the free engagement of people who are willfully conversing with one another on property open to the public if said conversation takes place in a parking lot or on a sidewalk, there is no aggressive accosting, no disruption of normal business activities and the normal flow of foot or automotive traffic is not imputed near the entrance or exit??
