I just received a certificate of lien from San Joaquin co. in Ca. that I owe taxes on a boat I had there in 1986-87-88 taxes were $27.50 then, now they say they are around $2000 .The boat sank, between 87@88, but have no way to prove it. Is there any statue of limitations on this tax or any other recourse?

I know that there is a 10 year IRS statute of limitations and I'm not sure about the state of California. I'm not sure if there is one. With regard to the boat sinking, did you have a license for the boat and was it ever renewed after those years? That's some proof, is it not? Good luck.
