So I got into an argument with a person online over what is and what is not defamation.

Are the following examples likely to be considered defamation or not in Ohio. If a person said "I don't know if Bill is a thief," OR "perhaps Bill is, or, is not a thief. I really have no idea." Would those examples be defamation? ? Thanks for reading.
