Is a job performed by a shoddy contractor representing a well known company considered completed if the final inspection permit is still open?
 
Generally the work would need to pass the final building inspection which is done after the work is completed & then will be considered closed.

So does that mean I can still file a civil suit against them? They will not return any phone calls since July of 2012. Sunroom addition full of mold and mildew. Wood at ceiling is contracting and expanding. They also removed and replaced solar pool panels from existing roof and destroyed then. Went to the Florida license website and they are not qualified to remove or install a solar system.

You need to contact the Florida State agency that license contractors, the local city or county building inspectors, and/or health department. You might even report the rip off to the county prosecutor's office.

One (or more) of those agencies should be able to help you, or direct you to the agency/person where help can be found.

Waiting THREE years may be a problem, but try, see how far you can go.
