Overexcited Dog incident

This evening while my boyfriend's dog (Labrador, border collie mix) slipped his leash and ran toward another dog in an excited happy manor. This cause great alarm in the other dog's owner. The dogs began to smell each other and jump and bark at each other. The owner of the other dog was screaming hysterically as if she was being hurt ; which she wasn't; it caused a ruckus in our apartment complex. NO PERSON OR DOG WAS HARMED. I restrained the dog I was responsible for as soon as I got over to them and he stopped and made no other movements toward the other dog or people. He is a very protective dog so when he heard the woman screaming he may have become more animated thinking she was in trouble. BOTH dogs were jumping and barking at each other. I just am worried that she will try to seek action in someway against my boyfriend's dog. It was not an attack .
 
At this point I'd buy a better collar and leash.
I'd avoid walking my dog in the vicinity of other mammals.
