Our neighbor's backyard comes right in front of house - discovered after 2 years

Our house faces north and our neighbors house which is the corner house faces east. So his backyard and our front yard are adjacent. After two years of owning the houses, our neighbor said he wants to put up the fence and finds out that his backyard actually runs so far back that it ends right in front of our house. The lot lines are so tangent. So, the tree that builder gave us is planted on our neighbor's property. The builder laid the sod in a squary manner and we have been mowing about 500 sqft of neighbor's land for last 2 years. We talked to the builder and the builder says that his sod people did a mistake and that he will give us a new tree. The problem is that the way our front yard is now, it is only 16 feet in the front and then our neighbor's property starts. It kills the property resale. We bought this new construction 2 yrs back when it just had the foundation. The builder, Celebrity Homes, Inc., in Omaha, Nebraska, just gave us the subdivision map and showed us our lot drawn 1cm x 1cm. Since it was a new construction, we did not get a survey done.
Our neighbor's are not very cooperative and don't want to sell that piece of land that comes in front of our house or are asking an unreasonably high amount. Please help. Are there any laws that give you right over land that you have been maintaining and you don't own? Can we dispute the lot lines with the county as the builder says that the county approved the lot lines? The builder gave us the lot lines dimension at the time of purchase and including our drive way and land to the left of driveway our front lot line is 42 some feet. So, we didn't imagine the situation when it was all dirt that we would only have 16 feet to the right of driveway and then our neighbor's backyard. So his backyard ends right in the middle of our living room window.
