Notification of Deliquent Motor Vehicle Tax Due to City of W Haven,CT

I received a letter from Tax Serv Capital Services that I owned $ 1028.00 in taxes ( Tax year 1999) on 2 cars I bought in Connecticut.
One of the cars I owned only 1 month and returned it back to the dealer. The other one I bought I took the same year ( 1995)to California where I live since 1992, where it was registered and junked after 3 years when the engine blow up. What is the appropriate way to solve this issue. I receive the letter on 8-5-2014.
