not received penalty notice or parking ticket

I have received a penalty notice for parking on a double yellow line. The point is the notice says i have to pay the full amount because it is over fourteen days and i have not payed . This is the first notice I have had and came as a total surprise. . There was no ticket on my car and never received a penalty notice until now. Really annoyed as I now have to pay the full amount.How can I prove that I never had a penalty ticket on my car.
