Not Honoring Contract

I work at an educational institution that has the policy that you can not be paid beyond 1 FTE. My 2 positions that I am presently working are .75 FTE and .40 FTE. Is it legal for them to not pay me the full amounts as stated in the job descriptions that have been agreed on? What is my recourse, if any?
 
Unless you have a bona fide, legally binding contract that specifically says otherwise, you are owed nothing more than the higher of state or Federal minimum wage. The law does not mandate that there even be job descriptions, let alone that they indicate a wage, let alone that you receive the combined amount.
