Not being reimbursed for negligent injury

I was in an accident on July 1st, 2009. Guys were working with those huge cables, and the head guy yelled for them to stop, and instead they pulled on the cables, and I went flying in the air, and rolled on the pavement a few times. My skin on my knees ripped off, my clothes were in shreds, like a car wash, I had to spend all night in the hospital. The guy on the scene said don't worry, the owner will take care of everything.
I've been in touch with him several times to give him updates (on doctor visits, etc.), and he always said the same thing. Now I submitted the expenses to him, and he says it's too much, and thinks I'm lying, which I'm not, I didn't inflate anything. It's less than three thousand dollars, so what do I do now? I warned him in advance that I was coming home from work and was not dressed in sweats and sneakers, and he said don't worry. Now what?
