I need some direction about where to look for the regulations that apply to non-profit organizations. Is there an entity outside of the courts (when an organization is sued), that regulates the operations of all non-profit organizations?

Yes, I am inquiring about the agency that oversees the regulations (rules, guidelines, etc.) for non-profit organizations in the District of Columbia. In particular, a non-profit organization that provides housing as a maternity home.

This is different. The state division of corporations deals with the corporate entity. I'm sure that a specific agency will deal with regulations concerning maternity homes, perhaps the state department of health.
