no title transfer

Grandmother gave grandson car as a gift. Grandson obtained insurance for the car in his name and is current with premiums. Grandson was second inline behind a woman, both were stopped at a red light. Third car failed to stop hitting grandsons car into woman ahead of him. This happened in April of '08. Now, Nov. 08, woman, who was in front of grandson at the light, is alledging injuries and may sue grandson. Police report was taken and no injuries from any party was reported. We found that the grandson had never transferred title to his name from his grandmother. QUESTION - can the grandmother be sued as well because her name is still on the title?
