Niece wants to be readopted by her biological father

My jurisdiction is: Louisiana

When she was a baby my niece was adopted by her step father. He has since showed that he is not father material, he is a controlling abusive drunkard. Her mother divorced him, he gives her money when he can, not the full amount for the 3 kids. She is now 16 and has made contact with her biological father and his family and would like to be readopted by him. He would also like to readopt her. Her mom is onboard with all of this going on. Is this possible and who starts the procedings and what are the next steps. She lives in Louisiana but her biological father lives in Texas. Her mom would retain custody but he would like to provide monitary support and insurance for the child, who is currently on medicaid.
 
The step-father is the legal father. This adoption cannot happen without his consent. Kids are not like pets they just cannot go back and forth. Bio dad should have never terminated his rights. Bio dad has no rights here at all if his rights were terminated. She is an adult in 2 years anyways. Mom needs to see an attorney but if the step-dad is the legal father, he is legally Dad.
