new non-smoking rule

I have lived in my apartment for 8 yrs. 2 years ago they remodeled and redid everything right down to the cabinets and light fixtures. In December of last year they made it a non smoking building. They asked everyone to sign a paper saying we acknowledge the rule and that if they find we are smoking in our unit they can charge us for smoke damage.
Can they do that? Charge for smoke damage after I have smoked here for years?
I agree that its there building and their rule and no longer smoke inside but I do not want to sign a paper basically giving them permission to charge me for smoke damage. Do I have to sign this agreement?
 
You can be evicted for not signing a lease renewal or associated month to month tenancy addendum and charged for all damages and reasonable fees required to return the apartment to a habitable state.
 
You don't have to sign it (you can't be physically forced for example). However, there might/could be consequences if you don't.
