Neightbour from hell

Hi,

This is gonna be a bit long, but I think it's important to my case. So please bear with me.

We moved to a new terraced house with a long backyard of 50ft last April, and our neighbour to our left was extending his house on the his 50ft backyard, practically building another double-storey house there. He opened two windows overlooking down into our backyard, and another window overlooking into his other neighbour's backyard. Certainly the windows were illegal and we were disturbed by that, but we didn't complain. Later he began to throw rubbish out from his windows into our backyard.

He also directed his rain water down pipe from his roof discharging onto our roof (which is lower than his roof), causing rain water to leak into our rear bedrooms from first floor down to the one on ground floor. We complained to them, but they denied it was their fault in a very hostile way. When our complaints went into deaf ears, we resorted to complain to the developer. The developer stated that was not their responsibilty, which was true, but out of courtesy, they repaired the damages for us. Later we found out that this neighbour was a former gangster.

During the renovation and extension of his house, he needed to increase the power supply to his house from 30 amp to 60 amp due to extensive use of air-conditioners. So he pulled a cable from our other neighbour, went across our house right above our main entrance door, to his house. Actually our house was the only house without an electric cable running across in the car porch, but this was spoiled by our neighbour when he duped us into allowing him to pull the cable across our house, thinking that this was an authority directive. Later we found out that he did that illegally because he wanted to save a few thousand dollars pulling the cable from across the road, which he was supposed to do had he was to do it legally. But still we didn't complain because it was a bit too late.

We have a few dogs that we brought along from our old village house. We couldn't bring all, so we gave away a few of them. Our neighbour from hell kept on complaining that our dogs were noisy, but actually it was only one of the dogs that was a bit noisy due to its 'sharp' barking noise, but it barks only occasionally.

We dry our clothes in the balcony of the master bedroom facing the front, but we hang them very low so that they won't be visible at all from the street level. But because our neighbour from hell's house is about 3ft higher than our house, he could see our clothes in the balcony IF he opens his window and sticks his head out. So he complained to us that it was very unsightly to him that we dry our clothes there.

Last November we started to extend our house in the backyard. This neighbour from hell kept on bugging us, reminding us to build our own wall on the part where he had built his wall, but to me, there was no need to entertain him because he never cared about what he had been doing to his neighbours too. He was very pissed off that a few days ago he complained to the local authority that our dogs were very noisy, and the few chicken we rear in our backyard was a nuisance to him. The authority came and gave us 3 days to get rid of our dogs and chicken. We have no choice but to comply because there was this new ruling passed in our municipality requiring neighbours written permission to own dogs.

Ironically, he himself has a dog in his backyard, but he has been abusing the dog -- no food and water provided, tied with very short chain that the dog couldn't lie down to sleep or rest. At one time, they went outstation for an entire week leaving his dog in his backyard without food and water. The dog called for help, and we provided it with food and water during their absence. The dog at first was a very handsome dog, but now it has turned into a very sick dog, with badly infected skin disease. It is a very sad sight. Occasionally he will release his dog outside to release himself and find his own food. Every time, we were the one who gave it food in our backyard. The dog wouldn't want to go back to his owner, but we have to shoo him away after the meal because of it is very dirty and its disease. We are thinking about reporting him to the local Animal Protection Group, but this would appear like a revenge when it is actually not. Anybody who cares about animal rights would do this.


My question is, if we report him on all the illegal and bad things that he's been doing to us (and his dog), a war will certainly begin. How do we do it while we can be assured of our family members' safety since he is from the gangster background? We want to live in peace and in talking terms with our neighbours, but it seems like this is impossible with this neighbour.

I would report him yesterday for that dog--- that is horrible!! as far as him thinking it is revenge-- Let him-- he is a jerk, let him cry and wine about this or that-- he lets you cry about stuff and never does anything about it-- If it gets outta control time to think about moving once the market rebounds or just go your way and let him go his-- How come you have to get rid of your dogs and he doesnt?
