neighbors causing devaluation of property

I own a condo in Az. The renters across from me are continually fighting and the police have been called numerous times. "She" has been arrested more than once and all neighbors suspect drug use, as she displays tendencies of psychosis. She has now, to date, thrown tv and furniture threw the two plate glass windows across from my condo. the screaming, yelling, constant foot traffic...Assoc. can do nothing, police keep coming..but I called owner. He was emphatic about we are afraid of her, stay away from her, and DO NOT CALL ME AGAIN. I DON'T WANT PEOPLE CALLING ME ABOUT THIS!..Do I have any legal rights regarding the devaluation of my property with the noise, traffic, broken glass all over, cigarette butts piling up on common grounds, etc. Who would want to buy my place??

The association CAN do something. They can issue violation letters til the owner gets the message and eventually gets tired of paying for the fines due to his tenant's lack of civil manners.
