my husband has joint custody with his ex and has been paying child support since the two separated. a little over a year ago, his ex moved to another state and took my husbands daughter with her. No court documents were made because the move was only supposed to be temporary. My husbands ex did not get any consent from my husband to move away, she simply picked up and left, and notified my husband only a few days before. While living in the new state, my husbands ex and his daughter has had many changes of residence. It seems that they are very unstable. Recently my husband has been calling his ex, and all of her phone numbers are disconnected. It seems that his ex has moved once again, and we have no idea where they are or how to contact them. Is it legal that she continues to move and does not even inform my husband of where she is and how to get in touch with her? And how does my husband go about getting full custody of his daughter? Will he need a lawyer? And if so, is free council available? What are the chances that the court will rule in his favor?
 
My understanding is that one parent cannot remove the child from the state so easily and may be unlawful without consent of the court.

You may want to look into the The Uniform Child Custody Jurisdiction and Enforcement Act which explains this act and some other information and remedies. I can't say for sure what will happen but it seems somewhat likely that your husband has a good case and, yes, he should probably hire an attorney for something as important and pivotal as this.
