My niece has a car that I sold to her and she refuse to pay me.

If the tire is n your name, it's still your car.
Therefore, you can go repossess your car.

If you foolishly signed the title over to her without receiving FULL payment, it's her car.

If the latter is true, your only remedy lies in small claims court.
If it gets to small claims, you'll need to PROVE your assertion that she took the car and failed to pay you.
Even if you do that, you'll still have to collect on your judgment.
Fewer than 5% of judgement holders ever collect $10, much less everything they're owed.

The lesson here, is follow the example of drug dealers and prostitutes.
Get ALL of the money before you deliver the PRODUCT or SERVICE.
 
If the title is still in your name, you can go get the car. If it's in her name, you can't. You can sue in small claims court but you will need proof (generally something in writing works best) that she accepted the car & agreed to pay you (whatever the amount was) for the car.

However; as noted above, there is always the problem of collecting on a judgment in your favor.
