mom from hell!!

Hi, my mom has and is crazy!! crazy from the word get go!! she has wronged every one around her including myself and my brother. she has been married 14 times in the states surrounding her. anyway she is broke and has no one due to her being so crazy. no family wants anything to do with her and she tries to get money from every one. I just found out she took money from a church,opened credit cards in my dads name which she has been divorced from for 32 years!! even opened credit cards in her sisters daughter's name. she is on script drugs and has now decided to try to dip into my dads retirement. can she do this after 32 years. they married in 69 and devorced in 76. can she get qdro?
