A friend is willing to lend me a vehicle (which is legal & registered) while mine is at mechanic's garage being fixed. I noticed that on his vehicle, the side view mirror on passenger side is missing.

If stopped by police, would I be held responsible? Or is my friend responsible?

If you CHOOSE to drive a vehicle with DEFECTIVE equipment you'll receive the citation in your name.
That means it'll go on your driving record, and you'll pay the fine, if convicted.
If you're SMART, don't drive the vehicle before you get the mirror repaired (or your friend gets it repaired)!!!!!

The mirror might not be required. Some cars are manufactured with just the driver side view and the rear view mirror. You don't see it often, but those cars are out there.
If you were to get a fix-it ticket for some reason it would not be counted as a moving violation that effects your insurance, and would not even go on your record if fixed.... but again, if the two other mirrors are there it shouldn't be a problem.
