Alcohol & Drugs: MIP, MIC, Intoxication mip in various states

I received an mip in oregon about a month ago, I attend school in texas so i could not apear in court. However, i wrote the judge explaining i could not make it as the courthouse told me to do. About a month later I recieved a second mip in texas, will texas treat this as my second offense. I am 19 years old.
