That is a for sure no, I am a student in college and have recieved 2 MIP's and represented myself and it's fine. On the first offense the basically laugh in your face and make you pay fines its about 215.
It doesn't hurt to go in for free legal advice. Call up some attorney(s) and ask. As far as 2 MIP in MICHIGAN (where I live) I think there might be some punishment as far as your ability to drive goes. MIP should be a civil infraction, at least the first time, IMHO.
