MEXICO Timeshare

I'm not sure if this is the right forum to post this on ...
Several years ago, we purchased a timeshare in Mexico from Villa Palmar - serviced (and I use the word loosely) by Resortcom International. We have another timeshare with another company that we love - have had NO problems but this one is a dog. We just keep paying but we have not been able to use it due to work and other things ... but you can't reach anyone by phone to try to rent our week out and they "encourage" you to communicate with them via email which they then don't answer.
We are trying to sell it and have listed it with two different timeshare resellers but no one is biting. We just want OUT. It seems to us that they are in breach of contract since we can't reach anyone and all they do is take our money. We have excellent credit - what happens if we just stop paying on this? It's in Mexico so we don't have a deed like we do with our US based timeshare.
We are sending them a letter with their recent bill and with-holding payment. We figure that will get a response from them.
Ideas? Options?
