license plate light law in AZ

I live in Pima Co., AZ. Over the past year, there have been several traffic stops in my small town citing either too bright or too dim license plate lights. I have done several searches online and can't find any information on this law. I would just like to know what the correct candlepower would be. Can you help?

The candlepower of the license plate lights has to be 2 million. The candle power of the taillights has to be 23 and brake lights must be 1/3. Hope this helps.
