licence suspended cannot afford the citations

I have had a suspended licence for about 9 years, I cannot pay the judgements on the first two tickets dating back to 1993-1994. Is there a statue of limitations on tickets and my driving record? How can I get my licence back?:(
 
There is no statute of limitations on fines. The only way to get your license back is to take care of the old speeding tickets and then contact the DMV and pay the fee to get your license reinstated. Just paying the fines does not automatically reinstate your license. That has to be done at the DMV and you will probably ahve to take the written test again.
