Legally drives another person's car

I have some hesitation that I want to clarify
1. Is it possible to buy a car without having the Social Security Number (SSN)?
2. I know a guy who wants to buy a car as a gift to his girlfriend. His girlfriend does not have a SSN and he expects to buy the car on credit, to his own name, to gift it to his girlfriend. Can his girlfriend, legally drive the car while himself is paying the fees? Does she need a written permission from him, to legally drive the car without any trouble with the transit authorities?

Assuming that the previous situation is possible, the car insurance would be to his name, not at his girlfriend's name, and if she would had an accident:

1. Would the insurance company recognizes her as the person in charge to manage all the paperwork of the accident ? or he (the legal car owner) would has to do all that ?. We must remember that (If question 2 is true) she has a written permission to legally drive the car.
