legal "we owe" agreement on auto purchase

I purchased a used car and in the terms & conditions you and the dealership have a "we owe" agreement to fix the transmission on the car.

you purchase the car and bring the car in to fix the tranny issue. the dealer keeps making up excuses to fix the car and it just sits in their back lot. I bought the car over a month ago. It has been at their lot for 3 weeks now.

by law they have to fix the issue as it is included in the "we owe" but with the "we owe" agreement is there a certain time when it has to be completed? What type of legal action can the consumer take if they have not fixed the issue?

I know laws are different state to state, but has one ever encountered this issue before?


also what kind of attorney would I need to contact if this is an issue?
 
also the car had the check engine light on, when I purchased, they agreed to fix it and still has not been fixed

you can not sell a car that will not pass emissions by law. so they need to fix that too
