What is the rule and law in philadelphia pa. Regarding the merchant responsibility to furnish a customer with a receipt especially when requested by the customer, before and after any purchase or business transactions?
 
But isn't a merchant responsible to furnish a customer with a receipt, when asked, and if not they can be subject to a issue with the better business bureau
 
Nope. If they cannot provide you with a receipt and you require one, buy elsewhere. That is your recourse. Think of all gangsters, drug dealers and car salesman that would be inconvenienced by a law requiring receipts.
 
I understand where your coming from. But my issues is within a business profession the merchant must provide customers with a receipt when especially asked. How would they keep there records and daily books of sales / losses / product inventory together, and in order. Along with file correct irs taxes?:) :) and every business / gansta / lame car sales man should file taxs!
 
Business receipts for transactions are different from customer receipts. You might scour your state business code and find something along the lines of what you are looking for under certain circumstances, but ultimately it is your choice where to do business. If you require a receipt and they won't provide one then go elsewhere.
There are many types of transactions which do not provide receipts to the customer.

What on Earth are you talking about? This is a volunteer advice forum. You are in the wrong section to pay a lawyer.
 
Yes. You are correct. All (legal) sales or transactions require a record of the exchange. And the receipt is a legal document. All merchants are required to provide customers with a receipt for every transaction.
