Can the landlord that is renting a single family of the home, use a portion of the basement for business use (office)?
This office was also using electricity and heat that I was paying.

What does your lease say about this if anything?

Probably not. Normally when you rent, you rent the entire building, apartment, or unit. Read your lease.
It might be time to consult a local real estate attorney.

There is no mention of a portion of the basement to be used as a business.

You might want to talk to a real estate attorney then.
